I have WD easystore 4TB USB 3.0 external drive attached to Pi 4 directly. Its disk is continuously spinning even if music is not playing. Is this normal? Is there any way to select an option to stop spinning when music is not playing?

It spun down eventually when music was not playing.
There may be some options you can set on the drive unit itself, or some options you can send on the mount instructions. If you are lucky, WD will have it documented.
