Unfortunately this is probably due to the browser not supporting modern web features, and by modern I mean within the last few years rather than bleeding edge as I’ve tried to be relatively conservative when implementing features.
Looking into it a bit the likely culprit is https://caniuse.com/#search=Flex - if your version of IE is 11 there are some things we can try to work around the bugs in their implementation but given how old the devices are you’re probably better off looking into one of the relatively inexpensive new android phones.
