Looking into it a bit the likely culprit is https://caniuse.com/#search=Flex - if your version of IE is 11 there are some things we can try to work around the bugs in their implementation but given how old the devices are you’re probably better off looking into one of the relatively inexpensive new android phones.
If I may comment on this topic: I have a relative new Android LG G6 with the latest Chrome Browser and experience scrolling and freezing experience since Moode 4.
An old version on my G4 seems to have no problems at all. Downgrading the chrome on G6 helped me out with this.

So concluding have everybody buying new equipment seems an odd solution to a problem caused by an upgrade.
It's just my idle curiosity at work, but what version of Andriod and versions of (not working) and working Chrome on your LG G6? Do you have similar problems if you use the current version of an alternative browser such as Firefox or Opera?
