So, if you look at the URL as plaintext, you'll see it a URL-encoded composition of several components including the URL of the aggregator website (web.ard.de/...), the name of the station (hr2-kultur), the station stream (see below), and the player to use (mp3). 

If I pull out just the stream and decode it, I get "http://hr-hr2-live.cast.addradio.de/hr/hr2/live/mp3/128/stream.mp3"

This URL works for me in the New Radio panel. Sad to say my German is very rusty. I've forgotten so much vocabulary. Hard to grasp a discussion of culture when you understand just every other word
