From the Quick Start guide: LINE / INST (UMC202HD / UMC204HD / UMC404HD) selector designates line level or instrument level input source at combination XLR / ¼" connector(s) The specifications just say that the max input level for Line is +20 dBu (7.7 Vrms) but that should be more than enough for consumer equipment which might typically output 2 Vrms if you're worried about clipping. So I don't see any reason why it wouldn't work with the line-level output of a phono preamp. You would just need a cable that is RCA -> TS/TRS/XLR.
