Looking into it a bit the likely culprit is https://caniuse.com/#search=Flex - if your version of IE is 11 there are some things we can try to work around the bugs in their implementation but given how old the devices are you’re probably better off looking into one of the relatively inexpensive new android phones.

If I may comment on this topic: I have a relative new Android LG G6 with the latest Chrome Browser and experience scrolling and freezing experience since Moode 4. 
An old version on my G4 seems to have no problems at all. Downgrading the chrome on G6 helped me out with this.
Ipad with IOS 11.2.6 Safari neither.
Im not an expert but in the tech world its not the first time companies decide to ditch technology and left users unsupported without telling. Like the first Iphones did not supported Youtube....somthing with flash and Java.....

So concluding have everybody buying new equipment seems an odd solution to a problem caused by an upgrade.
