For outgoing pairing requests, it might make sense to use a php based dbus implementation so the gui can do it directly without having to call external helpers. If the user that runs php is in the "bluetooth" group, it has permissions to communicate with bluetoothd over dbus directly.
(Btw, the same is true for my agent: if you want to switch the pairing mode of a running agent, there is no actual need to use the python script. You could make the dbus call from php directly.)
