Why should I downgrade Chromium?

That is only meant if you have a local display, to which local Chrome would render.

I'm one of the "victims" of the bug and beneficiaries of the downgrade. I use a pi3b+ with an official pi display (v1) and since the chromium upgrade, the library view always froze for a couple of minutes before becoming responsive again. this did only happen on the local display, not if accessed via web ui

the downgrade fixed that issue immediately
if you don't use a local display, the downgrade is not necessary afaik

Correct. It's strictly for chromium-browser running on the Pi that provides the Local Display feature.
