Before going too wrapped up with config.txt settings, have you tried replacing the Rpi4B with an earlier model, like an RPi3B+? The hardware and firmware is quite mature on the model 3s but the hardware is different and the firmware still evolving on the model 4s. That's why I suggested asking on the Raspberry Pi forums.
