FYI,
In my examples of static configuration I've variously used external DNS services such as Cloudflare (1.1.1.1, 1.0.0.1) and Google (8.8.8.8,8.8.4.4). They work fine for with moOde 9.0.0.0 just as they did with previous releases.
As an aside, was the choice of router name BlackHole just a coincidence or are you running some kind of network traffic filter/blocker locally?
At this point I have insufficient information to repro your problem and all my test systems work in both dynamic and static addressing modes, so I'm going to bow out.
