It's interesting that many of us don't experience this sleep-mode phenomenon. In a quick search of the InterWeb I can't find any useful description of the brcmfmac powersave functionality (maybe because the firmware is proprietary?) and precious little of the function call which enables/disables it. It seems from the commits to cfg80211.c that the RPF reverted the default to "on" when the RPi4B was found to consume rather more power in its WiFi adapter than the previous models did.
It occurs to me that the difference in user experience reported here may depend on whether there are externally connected NAS'es or other external devices which may cause occasional WiFi traffic even when nothing else is happening. This, in turn, may be preventing the firmware from timing out and entering powersave mode.
This is pure speculation on my part.
