Thanks.../tmp/monitor.log is blank... 
"maybe rc.local is too early in the system startup process" ....yes, I tried amending the script for sleep from 10 to 1000 but no help there... although when calling it from ssh login I can see the display restart after the set time... strange how it will work from a login ssh but not from boot .. 
I will retry an install as you suggest...
