There were .zip archives in subdirectories that triggered this problem (usually the original source of the files that I then set up to play, almost always in .flac). I traced down and deleted these .zip archives, and the library regenerated quickly and correctly (just like .21x) Everytime the 0.22 process would hit a .zip file, it would recommence the library scan anew, hence the loop.
I'm running 0.21.25 (which was at that time almost the same as the 0.22~git ) and also notice some change in behaviour when scanning the library. You can prevent files to be scanned by adding an wildcard to a text file called .mpdignore in the root of your music library. See https://www.musicpd.org/doc/html/user.html for more info.
