Basically, what you've told us so far doesn't add up to an identifiable cause.
There's nothing special about the RPi4B as far as networking is concerned. In various testing scenarios, I've booted a fresh copy of moOde on RPi3A+, RPi3B+, RPi4B, Compute Module 4, Zero W, and Zero 2W hosts. They all work in either AP mode or wired/wireless client mode on my current network with Comcast modem/router/AP whether I start with the default configuration or use the /boot/moodecfg.ini file to initialize settings. As I moved around during the previous year, I had no difficulty running with either Verizon or RCN modem/router/AP when they were my ISP.
Especially with the built-in AP mode available, I don't understand how your RPi4B remains hidden.
It will be interesting to hear what the final resolution is.
