There is the setting below in /etc/bluetooth/main.conf

# Restricts all controllers to the specified transport. Default value
# is "dual", i.e. both BR/EDR and LE enabled (when supported by the HW).
# Possible values: "dual", "bredr", "le"
ControllerMode = dual

In moOde 7 it was set to "bredr".  It was just left as the default "dual" in 8 but could be changed. I'll run some tests tomorrow.
