After looking at the code and running a few tests there is in fact a section of code in the startup daemon that needs a bit of additional logic to prevent the IP address check for wlan0 happening twice even if SSID is set to "None".
I'll fix for upcoming moOde 8.2.0 release :-)
I'm curious why I've never had that behavior.
In my case I have never setup WiFi at all, and I did switch the integrated WiFi adapter System Modifications setting to OFF. Is that why my system hasn't exhibited this same long boot time?
