Sorry, I somehow overlooked the details in your OP. I've deleted my first reply.
In a test just now, HDMI local display with moOde 8.3.0 on an RPi4B works here. Please post the info Tim asked for.
As an aside, if you're familiar with the Linux command line you can do some debugging of your own by examining the contents of log files such as /var/log/syslog and /var/log/Xorg.log.0 for error messages related to the X11 server.
