Looks like a valid conclusion.
Both problems I encountered with 64b OS in combination with RPi 3B+ (2 differend boards) started after installing the OS.
I will open a thread on the Raspberry Pi Forum.

Is there any 3rd party software on these system's?
You mentioned earlier running Pi Hole and some sort of AP.

On the system running MoOde no additional software is installed.
On the other system Pi-hole is running and a bridged wifi access point (as per the Raspberry Pi Instruction site at: https://www.raspberrypi.com/documentatio...re-install
No other software installed.
