Read through some of it and you will get a sense of how it's being used but basically it's a powerful, general purpose digital signal processing tool for audio that can perform among other things EQ, Loudness, resampling, multi I-O routing, 64-bit Volume and much more. Common usage scenarios are Room Correction, Headphone EQ, Active Crossovers.
It's a fantastic work of software engineering by Henrik Enquist and one of the most important Open Source audio projects :-)
