Shairport-sync recently added an option `ignore_volume_control` to disable volume control. I think this setting can be either exposed as user option or synced with MPD setting.

There are two reason for my setup. One of my DAC has no volume control, shairport-sync will enable software volume control and dithering adds a little bit audible noise. Another of my DAC only support DoP which requires volume to be always max, so disabling volume control completely can avoid accidental change.
