Pi5 idle state means complete hardware shutdown. A power on is needed to start the hardware up and reload the OS into memory fresh. It's not a sleep state like on desktop or mobile platforms.

AFAIK the only way to determine when hardware shutdown is complete is via the power LED. Red means shutdown is complete.
