Hi Tim,
Yes, I removed the top, which also removes the two long sides. It made no difference. The Devolo hub is only about three metres from the Pi, in the same room and with obstructions. Yesterday, with the case intact, the nmcli command that you suggested gave a signal level of 87 and five bars, so I wasn't too surprised.
Tomorrow I'll try testing against the hotspot on my phone (to take the Devolo hub out of the test) and also test with Raspbian and the hub (similarly for the Moode software). I'll post what I discover.

Just to satisfy my curiosity, what does nmcli say with the cover off?
I don't see a need to try an external adapter unless there's a serious question about the well-being of the Pi's internal WiFi transceiver (and I don't think there is).
I don't know anything about the hub you're using. I've had no trouble associating any Pi that has an internal WiFi with any of the access points I've had, whether commercial off-the-shelf models, ISP-provided combo-AP/cable modem, homebrew jobs using SBCs, smart phones (Android or iOS), or iPad. This while running moOde or just base Raspberry Pi OS.
I have experienced mutual WiFi/Bluetooth interference in at least one case: moOde on a Pi3A+ connected to my AP on the 2.4 GHz band and driving a Bluetooth speaker (Sonos). The Pi was 10 meters and two doorways distant from the AP. I had to switch to a 5 GHz WiFi connection in order for this system to work reliably. That's just one data point and it doesn't sound like your circumstance. You could always disable the internal Bluetooth subsystem (under m>Config>System) as a quick check that you're not experiencing this.

Kent

Great, thanks for testing because moode bugs or configuration issues can never be ruled out :-)

I didn't run any commands with the cover removed. Didn't occur to me.
I'll try disabling the bluetooth and report back.

The Pi failed to connect to my Android phone's hotspot, as determined by the phone reporting zero connected devices a couple of minutes after rebooting with ethernet disconnected, and moode.local wasn't resolvable from the phone. I tested this by scanning for the hotspot ssid in m->Configuration->Network and entering the password, not by re-writing the card and settings using the raspi imager.
To me this partly points to the problem not being with the Devolo hub, but its not definitive.
No time to test Raspbian tonight - probably over the weekend.

Ok, I'm declaring defeat on this.
I installed Raspbian on the RPi and it won't connect to the Devolo hub either. So that means its not a moode problem, and I can't realistically expect people here to keep helping me fix it.
I re-installed moode and played around with the bluetooth enable/disable, address timeout, and mDNS discovery settings -- but nothing got it working with wifi only. So at this point I'll just leave the device on ethernet and not relocate it (which was the whole point of the exercise).
If anyone has any fresh ideas them I'm happy to try them if they're quick, but I have no more time to keep re-flashing the device etc.
Thanks to everyone who helped and made suggestions. I hope I didn't waste your time.

Sorry we couldn't find a solution, Andy. Don't fret about wasting our time. We (or at least some of us!) love puzzles.
Perhaps if you posted your negative result with the Raspberry Pi OS attempt to the RPF's Raspberry Pi Forum you can get some actionable responses. Thet forum has a much larger audience and surely a few have also used Devolo products.

It looks like the only choice you have to connect via Wi-Fi is somehow "broken" in the beginning... what about a classic way? We're tens of millions here without wi-fi issues...
You know I'm joking, right? But you should have gotten my point.

I have 2 rpi 4b 2gb running moode connected to devolo devices, one wired, the other wifi.
My previous setup was with devolo 500 devices, the current setup is with devolo magic wifi next devices. Never had a problem.
Did you by any chance configure mac address filtering sometime in the past on your devolo network?
