The DAC HATs for RPi usually have no HP OUT ports, the exceptions would be:

Be warned that the HP OUT sound is just reasonable...

Another solution would be USB DACs which can be used on any computer (and most of the existing operating systems). Under the price rstrictions of 100 euro you could consider:
- SABAJ DA3
- FiiO Q1
- Topping D10
- Topping D30
- FX Audio DAC-X6
- SMSL M3

If you are more flexible on the budget I'd consider the brilliant ALLO BOSS HAT DAC   and a standalone headphone amp (a few choices on AUDIOPHONICS site, etc)
