It's not really obviously to me whats might be the cause. I have a couple of ext4 USB sticks and they work just fine.
Same here, even in an experiment with same volume label (T and J's Radio) and aarch64 kernel.
I'm not sure about the shifting target here. Ownership/Permissions were odd and are now different; the most recent post suggests the volume label has changed. Insufficient information to repro exactly.
Here's the beginning of the output from listing my test USB thumbdrive with an ext4 filesystem

Note: the permissions and ownership of the lost+found directory cause an access error when mpd tries to read it, which is of no consequence for moOde/MPD and the actual music directories.

In all my attempts to resolve the issue, I tried updating permissions and renamed the Music folder to just "Music" in case the apostrophe was causing issues.
I understand that you are referring to MPD issues, but MPD itself it working. MPD Remote (android app) pointed to my MoOde instance I can access and play my entire music library via MPD.
What else is needed for MoOde to see the MPD library when it is clearly there.
I switched to 32-bit, restarted, and ran the Update Library again (on 32-bit):
mpd log shows songs being added:

Here's a twist...
I clicked this (I assume) play random album folder which wasn't visible when running in Firefox because the bottom portion of the MoOde interface was chopped off for some reason.
Ween I clicked this button, it pulled in this Korn album from my library and started playing! So it IS able to access my music and it DOES recognize it is there, it just doesn't show it on the main MoOde page. Am I missing something? Shouldn't there be a "Music" folder here with all of these Soma FM Streaming Sources? (See attached)

Use the zoom control in Firefox to show the whole screen.( ctrl+mouse wheel or Zoom from the Firefox menu)
Just to check , if you are new to MoOde ? have you read the Quick help in the menu ? ( accessed by clicking on the 'M' top right in the main page) Because your quote below seems to indicate you are looking for the playlist on the main page to be populated with all your files ?
If you click on the large artwork on the right of the main page this will take you to the library where you can select files to be added to the playlist ?
"But when I go back to the main page, even after a Restart of the System, none of the local music files are showing. I'm still only seeing the included Streaming Sources and the one Audio Test file on the SDCard."
"I also don't see any other way to "Browse" the Music Library."
Just click/tap anywhere on the Korn Album art (or any album art) shown in your screenshot.. and you will be taken to the Music Library.
There is a popup that explains this navigation on first run and requires you to dismiss it...perhaps you missed that not having the browser showing the full MoOde Player page ?

Cheers, Bob.
Jeez,
I must have missed that initial popup somehow. In Firefox, even zooming out on the page does not show all the controls like it does in Chrome. Not sure why, but I zoomed all the way out to 30% and the artwork, volume/track progress rings, and Streaming Sources on the left are all the same size as they are at 100% zoom.
Either way, this was my fault as I missed the need to click the album art space to access the library. I didn't understand why I was seeing some sources along the left side (that I had not populated in any playlist) and not the USB sources.
Apologies for tying you up over something so trivial.
