Started with the Pi with the hard drive running Bookworm and had my problems. Changed it to moOde.  With a little simple configuration in moOde the remote Pi with moOde connects fine as does another remote Pi running Kodi or VLC Media Player.  i.e. Success.  My best guess is something was not getting configured correctly and moOde either did it automatically or made the configuration obvious.  On one hand I'd like to go back and investigate but I spent so much time already I need to move onto other things.  Thanks for the help.

For what it's worth:  It seemed to me that all the tutorials for connecting focused on the remote Pi. I think my problems were with the host (server side) Pi not having the right configuration.  Either I was misinterpreting the tutorials, I was looking in the wrong places or (probably) both. 
Please correct me if I'm wrong but it seems that if one runs the same player; be it moOde, Kodi, or other; the player will do the heavy lifting of connecting more than one Pi while using different players there may be more configuration needed.
