It's not really a bug but the question about major version updates does come up from time to time.
The reason we don't build in-place updates for a major version change is because thats when PiOS itself changes to the next major version for example Bullseye to Bookworm. Even the OS supplier, Raspberry Pi Ltd recommends a fresh install at major version update because of the large number of underlying changes in the OS.
I could improve the "Software is up to date" message to something like below which would be more informative without being too wordy. For example:
"moOde 8 series software is up to date"
What do you think?
