Looks like a valid conclusion.
Both problems I encountered with 64b OS in combination with RPi 3B+ (2 differend boards) started after installing the OS.
I will open a thread on the Raspberry Pi Forum.

Is there any 3rd party software on these system's?
You mentioned earlier running Pi Hole and some sort of AP.
